So-called second-generation human rights are intended to help people achieve a state of dignified living, both in their private and professional lives, as well as full participation in public life. This is the part of human rights that the state is not obliged to fully guarantee, but only to take action to ensure the possibility of achieving a state of decent life. This makes this group of human rights particularly sensitive to state policy, because their implementation depends on the implementation of public policies, regulations of labor relations, etc. A decent life and proper participation in public life are variable values, dependent on the development of civilization, including technological development, which in each era defines certain standards of a decent life. Therefore, public policies and the tools for their implementation must change and be adapted to the standards of living accepted at a given time. I invite you to discuss these instruments, their impact on the implementation of human rights, as well as to present new solutions.
